NetOffice is an Office automation Framework.
You need to have Office installed in some version.
You find a lot of projects like Closed XML or DocX here on codeplex to deal with Office documents and need for MS Office installed.

if you have to have ms office installed on your computer what is the point of NetOffice I was under the impression NetOffice would create word documents and excel spreadsheets without the need to have ms office installed.

NetOffice is a smart replacement for MS Office PIAs. If you don't know what a PIA is, please Google it.
